Address by Compañera Brenda Rocha President of the Supreme Electoral Council, during the meeting with State Entities during the Consultation Process of the Constitutional Reforms Tuesday, August 25, 2026 A very good morning. a fraternal embrace with great affection to each of you Sisters and Brothers. The Supreme Electoral Council participates with great pride in this consultation, reaffirming our commitment to Nicaragua and to the well-being of Nicaragua’s families. We will continue to work with responsibility, dedication and love for our Nation, fulfilling the tasks that correspond to us and with the mandate of our Constitution and our laws, on behalf of our Sovereign People. The history of Nicaragua has been marked by important processes of socio-economic and institutional transformation.

During the first stage of the Revolution we lived a historic moment: in 1984, for the first time, free elections were held in Nicaragua. I always say it with a great deal of pride because we people from the Caribbean Coast were participating for the first time; before, there was no participation. Since 2007, this second stage of the Revolution, has resumed the commitment to social transformation and to the permanent effort by our citizens to build a just State, preserving national sovereignty, peaceful coexistence and the exercise of citizens' rights. Likewise, our people has been characterized historically by the defense of its Sovereignty, Independence and Self-determination, as well as by its steadfast position defending against interference in the internal affairs of our nation.

The Political Constitution recognizes the People as the holder of Sovereignty and establishes the mechanisms by which this is exercised by the Sovereign People. Throughout different electoral periods, the Supreme Electoral Council has incorporated procedures, technological tools and administrative mechanisms aimed at strengthening the organization, transparency, security and efficiency of the processes under its responsibility, in coordination with the different institutions that have accompanied us. These advances are the result of a continuous process of institutional updating, staff training, technological modernization and improvement of electoral procedures, in accordance with current legal provisions and with the characteristics of our national reality. Within this framework, the Supreme Electoral Council, complying with its constitutional responsibilities, continues and will continue to strengthen democracy out of deep love for our Nation.

And with the firmness that characterizes us, we support the strengthening of our democracy and our institutions. The Supreme Electoral Council will continue to guarantee orderly, safe and transparent electoral processes, where the People freely exercise their right to direct and secret voting, in accordance with the Constitution and the laws. We support the six reform proposals aimed at strengthening Stability, Security, Peace, National Sovereignty and the functioning of our institutions, including seven-year periods and the protection of our democracy from any form of foreign interference. We believe in a Nicaragua where all citizens can participate and decide the future of the nation with Respect, Dignity, Love for our Patriotic Nation and commitment to Peace.

Today, as the Supreme Electoral Council, we are present in this historic moment. We support, reaffirm and assume the mandate contained in these reforms and we will comply in the name of our heroic, brave and courageous People, of Struggle, of Love and of Peace, forged in the dignity of our history and our roots, so as to continue strengthening the Tranquility, Stability, Security, Peace, Democracy, Sovereignty, Independence and Self-determination of Nicaragua. We also reaffirm that our electoral processes belong to the People, belong to the Sovereign People; so it is exclusively up to Nicaraguans, in the full exercise of our Sovereignty, Independence and Self-determination, to decide on our present and our future. Through our own democratic processes and mechanisms, we Nicaraguans are the ones who choose and define the course of our Nation.
