Address by Compañero Luis Alberto Rodríguez Jiménez, Co-President of the High Council of the Comptroller General of the Republic, during the meeting with State Entities, part of the Consultation Process of the Constitutional Reforms Tuesday, August 25th 2026 The Office of the Comptroller General of the Republic supports the initiative of partial reform to the Political Constitution of the Republic of Nicaragua Sisters and Brothers of the National Assembly, the Office of the Comptroller General of the Republic of Nicaragua, as the governing body of the System of Control over Public Administration and Control over State Assets and Resources, deeply appreciates the invitation to this momentous process of sovereign consultation on the initiative of Partial Reform to the Political Constitution of the Republic of Nicaragua. We come to this historic call in order to express our firm, total and unconditional support for this Constitutional Reform proposal promoted by the Presidency of the Republic, led by our Co-Presidents, Comandante Daniel Ortega Saavedra and Compañera Rosario Murillo, which fully reflects the fundamental principles of Independence, Sovereignty, National Self-determination, Security and Peace which govern our Nation. From the scope of our constitutional and legal competencies, we strongly value the way this reform will strengthen and consolidate transparency in the administration of public resources. The unification and harmonization of the administrative periods of the State authorities and the municipalities constitutes a substantial step towards the optimization of fiscal and financial management.
Furthermore, this reform consolidates the institutional stability indispensable for long-term planning and the continuity of higher education policy. The constitutional coherence between the Office of the Comptroller General of the Republic, the Public Prosecutor's Office and the Office of the Procurator General of Justice strengthens the framework of probity and public ethics, increasing effective prevention, detection and eradication of any act or omission contrary to the proper management of State assets. The transparency promoted through this constitutional reinforcement responds directly to the exercise of Sovereignty and the Community Protagonism of the People-President. This process of broad, orderly and participatory consultation demonstrates that decisions about the present and future of our Nation belong exclusively to Nicaraguans.
For all these reasons, the Office of the Comptroller General of the Republic fully supports the initiative of Partial Reform of the Political Constitution, recognizing it as a guarantee of social Peace, Stability, Legal Security and Harmonious Development for the Well-being of all Nicaraguan families.
